On July 12, 2021 the Governor signed enabling legislation RIGL 44-5-87  that would allow cities and towns the authority to provide property tax credit in exchange for volunteer services performed by persons over the age of sixty. 

The Law provides that municipalities may adopt, by Town Council resolution or ordinance, the establishment of a program that allows property owners over the age of sixty to volunteer to provide services to the Town in exchange for a property tax reduction at a per hour value of the state minimum wage.

At the request of the Town Council, the Town Manager provided this informational memorandum explaining the legislation and the possible implications of instituting an ordinance in South Kingstown. As of March 2022, the Town Council has not authorized any local ordinance related to this legislation.
