Proration and Taxation of New Construction

Per State Statute 44-5-13.2 completed new construction of real estate, including manufactured homes or dwellings or living units on leased land, in the town of South Kingstown completed after the assessment date of December 31st of any given year, is liable for the payment of municipal taxes from the date the certificate of use and occupancy is issued or the date on which the new construction is first used for the purpose for which it was constructed, whichever is first. The tax bill will be prorated for the assessment year in which the new construction is completed.

The Assessor's Office will issue a letter to the property owner explaining the incremental adjustment within 90 days of the date the certificate of occupancy was issued or when the new construction is first used for the purpose for which it was constructed.

Farm, Forest and Open Space Program

In conjunction with the Rhode Island Department of Environmental Management, the Assessor’s Office administers the Farm, Forest, Open Space Program (FF/OS). The FF/OS tax relief program has several purposes: to encourage the preservation of farm, forest and open space land in order to maintain a readily available source of food and farm products; to conserve the State’s natural resources; to prevent the forced conversion of farm, forest and open space land to more intensive uses; to preserve agricultural heritage; and to protect scenic views and rural character.

To qualify for the "Farm" portion of the program, an application must be submitted to the Rhode Island Department of Environmental Management, Division of Agriculture. The phone number for that department is 401-222-2781. An application for this program can be obtained from the South Kingstown Tax Assessor's Office.

To qualify for the "Forest" portion of the program, a "Forest Stewardship Plan" an application must be submitted to the Rhode Island Department of Environmental Management Division of Forest Environment. The phone number for that department is 401-647-3367. An application for this program can be obtained from the South Kingstown Tax Assessor's Office. The minimum land size for this program is 10 acres.

To qualify for the "Open Space" portion of this program, a property owner must complete an "Open Space" application obtained from the South Kingstown Tax Assessor's Office.
