What is the difference between a "Full" Revaluation and "Statistical" Revaluation ?

The only difference is that with "Full Revaluations" all properties in Town are re-measured and interior inspections are requested.
With a "Statistical Revaluation" only the properties that have sold during the year of the revaluation are re-measured and inspected. Those are the properties that will be analyzed for the market conditions that exist as of the date of the revaluation which is December 31, 2009.
