Introducing and Amending Ordinances
|
1. All proposed ordinances or amendments to existing ordinances other than an emergency ordinance shall be first introduced at a meeting of the Town Council. At the meeting of its introduction, the Town Council shall order the proposed ordinance or amendment published at least once in its entirety in a newspaper of local circulation at least seven (7) days prior to the date of the scheduled public hearing, unless at the discretion of the Town Council ordinances or amendments to existing ordinances are ordered advertised by reference.
2. No action shall be taken at the meeting at which the proposed ordinance or amendment is introduced, but shall be referred to a subsequent regular or special meeting for a public hearing. No action shall be taken on the ordinance until the conclusion of a public hearing on the ordinance or amendment. The affirmative vote of three (3) members shall be necessary for the passage of any ordinance or amendment.
3. Within fourteen (14) days after final passage, each ordinance or amendment shall be published by reference at least once in a newspaper of local circulation.
4. Nothing contained within this resolution shall prevent the Town Council from exercising its authority to adopt emergency ordinances in accordance with the Charter of the Town of South Kingstown adopted on November 5, 1968, as amended.

Class 03 Federal Firearms Licenses
|
1. Upon the filing of a local firearms and ammunition license application by the holder of a Class 03 Federal Firearms License in the Office of the Town Clerk, the application will be distributed to the various departments for approval, disapproval and/or other comments.
2. Based upon the information received from the administrative review process, the office of the Town Clerk will either: in the case of a disapproval, notify the applicant of the problem and the steps to be taken to remedy the disapproval; and in the case of an administrative approval, the office of the Town Clerk will forward the approved license application to the Town Council with written notification of the intent to issue a local firearm and ammunition license.
3. The Town Council will, within two weeks of receipt of the application and written notification of intent to issue a local firearms and ammunition license, register with the office of the Town Clerk any objections they have to the issuance of the license.
4. In the case where no objections are received by the Town Clerk within two weeks of the Town Council's receipt of the application and notification of intent to issue license, the Town Clerk and Police Chief will sign said license and issue it to the applicant.
5. In the case where there is an objection, the Town Clerk shall notify the applicant of the objection and the steps to be taken to remedy the objection. When the objection has been satisfied, the Town Clerk and Police Chief will sign said license and issue it to the applicant.

*Actual costs for the ordering, purchasing and payment of all necessary cable, wire, pole hardware, tangents and/or dead-ends and labor required for the project to come in close proximity to an existing municipal circuit.
The Town Council waives all municipal fire alarm fees for all Town Departments, including the School Department, for projects having an estimated value of $200,000 or less. The Town Council may, upon request, grant by resolution a waiver of the fees for projects with an estimated value in excess of $200,000.

The authorizing State chapter is known and cited as the "Rhode Island Septic System Maintenance Act of 1987".
